Governor Gavin Newsom is currently reviewing 38 AI-related bills, with eight already signed into law, making California one of the most proactive states in this area. These laws target a broad range of issues, from addressing deepfake technology and AI's impact on elections to the use of AI in the entertainment industry. For instance, SB 926 criminalizes using AI to create blackmail-worthy deepfake nudes, and SB 942 mandates that AI-generated content must be labeled as such. These laws reflect California's attempt to balance the benefits of AI innovation while mitigating potential harms.

Deepfake and AI-Generated Content Protections

California’s new laws also focus on preventing AI from being misused to influence elections or harm individuals. Governor Newsom signed legislation like AB 2655, which forces online platforms to take down or label AI-generated election deepfakes. Another law, AB 2355, requires political ads using AI to disclose their nature clearly. The state also enacted protections for actors, such as AB 2602, which prohibits studios from using AI to recreate an actor’s voice or likeness without their consent. These regulations highlight California’s commitment to preventing AI from being weaponized in ways that could deceive voters or exploit individuals in the media.
