Meta Rejects EU’s AI Code of Practice
Meta has refused to sign the European Union’s new voluntary Code of Practice for general-purpose AI models, just weeks before the bloc’s landmark AI Act begins phasing in. The Code is meant to help developers align with the EU’s risk-based framework for regulating AI, but Meta’s global affairs chief Joel Kaplan blasted it as overreach, claiming it introduces “legal uncertainties” and requirements that go far beyond what the AI Act itself mandates.

Industry Pushback Grows as Enforcement Nears
The EU’s AI Act prohibits certain use cases like social scoring and behavioral manipulation, while setting strict obligations for high-risk AI systems, such as those used in hiring or education. It also requires transparency, data documentation, and bans the use of pirated content for AI training. While some companies have signed on to the Code to demonstrate goodwill ahead of the August 2 rollout, others — including Meta, OpenAI, and Microsoft — have pushed back hard, warning the rules could stifle innovation.
Europe Holds the Line on AI Governance
Despite pressure from Big Tech to delay enforcement, the European Commission is sticking to its timeline. Model providers deemed to carry "systemic risk" — like Meta’s Llama models, Google’s Gemini, and OpenAI’s GPT, must begin aligning with the Act starting August 2, with full compliance required by 2027. As the AI rules become law, Europe is testing whether voluntary cooperation from global tech giants can be counted on, or if the real work will begin in court.
